Vaccines are also part of the response, and the World Health Organization says shots work best when paired with strong contact tracing, lab testing, and safe burial practices, none of which are optional extras.

Multiple treatment centers and a national vaccine push do not guarantee results if the surveillance system behind them cannot function. The World Health Organization’s own guidance lists active surveillance, working labs, isolation, safe burials, and community trust as equally essential parts of any effective response, not backup pieces.

Conflict Makes A Hard Job Even Harder

Insecurity in eastern Congo is not a side issue. Reports describe blocked roads, attacks on health workers, and rebel-held areas where officials cannot even confirm case counts. That kind of chaos makes it nearly impossible to tell whether slow containment comes from poor planning, armed conflict, or both at once.

This story echoes a pattern seen in past Ebola outbreaks, going back decades. Health reviewers have long found that funding and equipment matter less than access, trust, and speed. Communities that don’t trust outside responders often resist surveillance and burial teams, no matter how well-funded those teams are.
